On my machine with an ATI Xpert200, 500MHZ AMD K6/2, and PS/2 Logitech
optical mouse, there are always cpu spikes when I hover over links and
buttons, making my cursor annoyingly choppy and seem to stick on links. 
I'm only having the problem with Red Hat 7.3, I've never had it with
Mandrake 8.1 or 8.2.  Anyone know what could cause this?  I have tried
using SilkenMouse but it doesn't help.  The only way I've found to
nullify the affect is to renice X to a higher value, smoothing out the
mouse, but the cpu still spikes.
