It sounds like you may not have mappaint, which is helpful for using josm (gives you coloured ways more like the rendered ones). It's a plugin, available by going to preferences then selecting the electrical plug symbol on the left. That should give you a list of plugins you can install. There is also a 'validator' plugin which tries to tell you whether your ways etc are done correctly (since the rules are generally in flux, the validator does its best but may complain about things that you think are actually right).
