You need to change that to match the time on the GPS unit when the photo was taken. If you know it's exactly a multiple of hours out you can modify the timezone instead but I forget what direction you want (I guess central european would be +2 but I could be wrong).
c) if I imported multiple pictures in one go, whether I must do this correction for each picture or not.
If you import multiple photos at once then they are all synced, if you import two batches separately I'm not sure.
d) whether the pictures are actually uploaded into OSM or not.
