I draw a boundary around the city and tag it as: landuse=residential and layer=-1 Inside that boundary-line i can draw areas with landuse=park, retail, graveyard and so on. This inner areas do not have to have the layer-tag, because the default would be layer zero, wich is ontop of the -1 layer....
