Yes, join the footpaths to the street. Even though you might not cross the
street at that point it's the logical connector from street to footpath and
the way it's normally done.

If its just a place where you cross the street and there are no other
footpaths going to that point other than the normal sidewalks then set a
node at the crossing point and tag it with highway=crossing or
highway=traffic_lights depending upon what's there. You can also define the
type of crossing using crossing=
