The NaviGPS is definatey fussy with respect to what SD cards it will work with. If it's an urban area where the roads are all residential and unclassified then I have always used "residential". If the road in question leaves the urban area and continues into the countryside then I'll tag that as "unclassified". I Use "service" if it's a non residential road that feeds other areas (industrial estates etc) and use "unclassified" elsewhere if the area is not principally residential (eg in the centre of the city/town).
