However we encourage all to upload and keep their GPS tracks on the server since they provide verification of where the streets are.
In this instance you are almost certainly looking at the location of one of the OSM Users. The dense point cloud will be the beginning/or end of a log or if the User has had their unit turned on and logging in the same location for a while. I have a similar point cloud where I live.
