More generally, it's mild encouragement to upload real data. It gives  
some (limited) security that the data is real data you've copyrighted  
yourself - not that you've got some OS data under-the-counter and  
converted it to GPX.

Potlatch also uses the timestamps to good effect to draw tracklogs  
more intelligently - as lines rather than just points.
