Unfortunately you're looking at the "wrong" zoom level. [EMAIL PROTECTED] 
currently
only auto-renders zoom 12-17. As we are in a transition phase in lowzoom
methods all z12 tiles must be present for the "captionless" layer for
lowzoom (z8?-11) to work.

The alternative is to wait for next Wednesday when the mapnik db gets
synced up to the osm db and mapnik starts updating all tiles as you look
at them. (IIRC)
