If there are footpath or bridleway signs present then the chances are
that the road is private.  The highway tag is used to describe the
physical characteristics of the road so highway=residential is
correct.  You should also use access tags for example foot=yes,
horse=private, bicycle=private, motorcycle=private and
motorcar=private.
