OK, following Andy Allan's response and my further rereading on the subject of 
Relations at http://www.nabble.com/Relation-support-in-JOSM-td17299813.html by 
Frederik Ramm, I have initially carried out the following tasks in JOSM:
1. Hit the button 'Open a list of all relations. Alt-R' on the left-hand side
2. Select a footway that is part of the Thames Path
3. Hit 'New' in the Relations dialog that has now appeared in the right-hand 
pane
4. Add the following Keys and Values
        type = route
        route = foot
        network = uk_ldp
        name = Thames Path
    as suggested by Andy
5. Hit 'OK'
6. Split a way that is a road but coincident with the Thames Path for only part 
of its length that is             connected to the previous footway
7. Select that part of the road that is coincident with the Thames Path
8. Click on 'route' in the Relations dialog
9. Hit 'Add Selected'
10. Hit 'OK'
I would then go on to add further ways in the same manner.

Before I upload my changes to OSM, I want to be sure that I have carried out 
the task correctly.

Further questions arise:
1. What if someone somewhere else is carrying out a similar exercise with the 
Thames Path, for example, and tagging the Relation differently, perhaps?  Can I 
determine this?
2. The website above states, "there's a button that makes JOSM select all those 
objects that are member of the relation." Where is this button?
3. What is entered under 'Role' in the Relation Editor, and might it differ 
according to what it is 'Occupied By'?
4. Does the Relation display in the Properties/Memberships dialog of a selected 
way under 'Member Of' and 'Role' once I upload the new relation I have created? 

I am sure more questions will arise with regard to Relations.  If it is more 
appropriate to post this topic elsewhere, please tell me.
