Yep.. it's the zoom issue.. Reducing the zoom number after pasting the URL into JOSM and before clicking "OK" will fix your problem... Turn on the "show download boundaries" option, too. A lot of ways stray outside the bounding box when downloaded because the entire way is downloaded, not just the part you're looking at.
