You should probably take a look at the pages about the REST API:

If possible you might want to make your application download data live
rather than using a delayed copy in postgresql, at the least though
you should really download changes in an area and look for conflicts
before uploading changes that have been made with your own
application. You might also want to discuss this on the dev list
rather than newbies as you'll get more responses on this sort of thing
from there:
