I presume that you are using a current version of JOSM? Next thing I'd do is exit JOSM
go to %APPDATA%/JOSM/plugins and delete anything which looks validator related so validator.jar ,and /validator and check nothing in "%APPDATA%/JOSM/ is validator related. then restart JOSM and download the plugin again, the exit and restart JOSM.
