I have yet to meet a pedestrian who would exceed a 5mph speed limit,
5 mph ~= 8km/h. That's easily reachable: short-term (world record is ~37km/h for 100m [1]), medium-term (everything below 9.5km/h yields 0 points in the Cooper test [2] - a standard evaluation practice at school in Germany) and even long-term (current world record: ~20km/h [3]).
Don't underestimate human acceleration and speed.

and I can't remember seeing a speed limit sign with a lower value.
I can (5 km/h). :)
But at least in Germany, speed limits only apply to vehicles (whether motorized or not) anyway.
