I've just understood what JOSM mean by "delete". When I delete data in JOSM, I am kind of placing a mark against the data instructing openstreetmap to delete the data from its files. So if I uploaded the file to Openstreetmap, this deletion "mark" would lead to openstreetmap deleting the data from its files.
But I had no intention uploading the this file to OSM (becaus I had deleted important information), and wanted to store the data at my end with the deleted stuff actually deleted.
