not at all and it is also best practice to keep both. A map (like) Mapnik using only the name= is making a world map having for each country the local language rendered. If someone wants to edit / create a map in Hebrew (or language X), then he would use first all name:he (or name:X) irrespective of the local language, then where it does not exist name=.. would be used. This would alow to have all existing names in language X displayed in language X, independently of the local language.
