Hi, Don't know if this is a JOSM or an API question, but I am new, so I'll post it here. :-)
How are the downloads actually qualified when downloading data through JOSM? Is it by the size of the area or the amount of data within the area chosen? I used to be able to download pretty much my whole city. But now, under API 0.6 I have trouble downloading my former bookmarks. I don't want to say it is the new API though because right before the change over there was a large import of POIs, so the amount of data for the same area is indeed larger than before.
