I decided to tag it as railway=funicular. Because this is what it is.

Sadly, this results in the feature not being rendered at all in 
osmarender, which is strange:

If I tag a building as building=really_cool_offices, then it gets 
rendered, although neither mapnik nor osmarender know the value 
really_cool_offices. However, there seems to be a catch-all algorithm 
built into them that makes this happen. Please correct me if I'm wrong.

This same catch-all does not seem to be true for things other than 
buildings, or at least not for railways.

BTW: It's hard to say exactly what mapnik does--some of the layers in 
the area haven't been updated, and I'm not sure what's what at the 
moment. There are about three different versions of my little funicular, 
depending on the zoom level. I am observing similar effect over here in 
London.

I didn't realise this was possible. Thanks for the hint.

I decided to use close parallel ways for railway and highway. This is 
because I can easily imagine that the council is eventually going to 
give a name to the funicular, in which case I would have two names (road 
and rail) for the same way.
