Here is what appears to be going on ... If I just move a node on the lake, JOSM has no problem uploading changes.
However, if I add a node along the way of the lake border, whether through direct add or dragging a center point between nodes, JOSM decides to upload the entire length of the lake's way. Even though I only added one node and even though most of the lake is outside the downloaded area. Is this correct behavior? If so, should it be? Just for adding a node to an existing way? I have to say this is going to be a deal breaker for trying to correct shorelines that were added using a "lake-waker" plugin. My 2 cents.
