I think there's a minor disconnect here.  The Cloudmade download is  
for Garmin GPS receivers.  I don't know what file format the Nokia Map  
program uses.  Clearly it's a vector map, since it moves the names of  
the streets around as it redraws, but I know of nothing derived from  
OpenStreetMap which can be used by that application.   Sorry that I  
can't be of more help.
