According to the wiki (http://wiki.openstreetmap.org/wiki/Key:bridge), 

"Tag layer=* is used to separate things that are physically on different 
levels. The tag bridge=* does not imply anything about layers, so if your 
bridge crosses any feature on layer=0 (the default if not present), you should 
consider adding a layer=1 (or higher)."

So the default of the road underneath the building bridge should be layer=0 and 
I should set the building that bridges it to layer=1, which is what it is 
currently.  But this doesn't render correctly.
