I would say its not too different from a Chain Ferry http://en.wikipedia.org/wiki/Chain_ferry The point is the route is fixed by the Chain/Over Head System. than a ferry route is, Certainly with a Transporter Bridge its a landmark even when the ferry is else where much more so than a standard Ferry, Like the difference between a Train/Bus Route and a Train Track. So as such it may need to be tagged differently, than a Ferry Route. My feeling is that is a typed of Tracked Boat/Train and therefore the Railway Tags might be the right place to go possible an extension or a completely new tag. One thing that its not is a road bridge. Its also not just a route. Trains can carry cars eg The Channel Tunnel.
