I have just mapped a place where substantial blocks have been laid in a river to form stepping stones. For the moment, I have tagged this as highway=ford. I found that on the wiki, but not stepping_stones.
I was using josm, and it did not offer highway=ford among its presets unless it is well hidden. I don't feel comfortable with "ford": no sort of vehicle could cross. Even a bicycle would present great problems. I suppose that I could qualify with things like bicycle=no.
