In the "Others" section of JOSM Validator it often flags Overlapping Areas as being a problem yet there are cases when areas should overlap (a sea overlaps onto a beach). Are these being flagged as Validator can't distinguish between the areas and is therefore leaving it up to the mapper to decide if they are correct or should areas not overlap regardless of type?
