A URL to your example would help, but I have a similar junction (I think) here: http://osm.org/go/0EHtfofMm-- and in particular the bollards node towards the southern end of this way http://www.openstreetmap.org/browse/way/27511232 If you think of the way as being along the centre of the road, then the bollards will be a couple of metres or more from the node where the footway (or cycleway) joins the road, so add another node to the footway an appropriate distance from the join and tag that as the bollards. The bollards don't show particularly well on the footway section, but that is more of a rendering issue.
