There has been a discussion going on about this on the talk list, with no consensus so far. I only know of the lanes tag http://wiki.openstreetmap.org/wiki/Key:lanes there is a proposed feature here http://wiki.openstreetmap.org/wiki/Proposed_features/lane_and_lane_group but I don't know if it does what you want (seems more about special lanes) You can also use the lanes tag with the total number of lanes and put a note (maybe as a FIXME or a special tag as you see fit) to tell how the lanes are organized, so that when we finally have a tagging scheme you can come back and convert your comments to useful tags.
