I think that it might be a bug. I've seen this happen on some car parks near me, too. I don't know where to report bugs like this though. Maybe have a look on trac? > Also, why doesn't the name display? I guess simply because it's not been told to. The default Mapnik stylesheet doesn't want to display names on everything.
