Each way has a direction. In Potlatch, you can see the direction that the way goes on the reverse icon in the bottom-left corner. So, the left: and right: tags refer to this direction. Imagine someone walking/driving in that direction: for example, if a way goes from north to south, the left and right would be different than what you'd expect at first - exactly the opposite. Or, if the way runs from west to east, the left: would point "up" and right:, "down".
