It looks like the waterway=canal page hasn't been updated with the key:lock details since that page was more recently proposed. I think I used the Key:lock information when I was tagging them some earlier this year. e.g. http://www.openstreetmap.org/browse/way/35040461 lock:ref seems to have been added to the waterway=canal page as a suggestion relatively recently. I don't believe any renderers currently render locks though. Perhaps updating the waterway=canal page to refer to the key:lock page would help.
