If they all use a different reference format I'd say so, especially if more than one uses the same stop location. If they use the same reference system then you might broaden the usage by changing to DC_ref or something more generic. In the UK we have many bus companies serving an area, but they mostly all use the same stop on a given street. This reference information is tied to the stop rather than the operator of the service. The bus route_ref provides the details of what route passes through the stop. The only confusion in my area is that more than one operator sometimes operates on the same route and service, for instance where a public bus operator takes over the route on a Sunday when the private company doesn't run the service.
