The direction OSM is heading is towards using relations for most interesting things (particularly things that involve multiple OSM objects or which may share OSM objects with other features) and putting ref tags on the relations. If you're going to use different variations of the ref tag on ways, the current precedent is of the form *_ref=* though application usage of such tags is very limited. -- David "Smith" a.k.a.
