Currently, when I wish to plot data in JOSM using a raster image, I obtain an 
image file such as .tif or .jpg from the internet or by scanning, register it 
in an application, save it as a .shp file, use GPS Utility to save it as a .gpx 
file and open that in JOSM.  As I write it seems like a long-winded process, 
although it does not take very long to do.  What I am rather more concerned 
about is a possible shift in the position of the data, because I usually find I 
have to adjust it to match the underlying data layer.  I wondered if there was 
a way I might shorten that process by opening and registering the original 
image file in JOSM.  Even being able to open a .shp file might help.
