Perhaps I phrased it wrong - they're not a consumer of OSM data as a whole, 
but a better wording is that the import was done in a manner to allow 
keeping GNIS data in OSM in sync with GNIS, as well as updating GNIS data 
with updates from OSM data.

    Keeping them synced won't be trivial, but since it's mostly POI data, 
it's a thousand times easier than keeping OSM synced with updated TIGER 
data.
