That's kind of like saying that anything written about OSM means nothing. I guess I can tag the 40 feet of cement between the street and my garage as a motorway, since I drive my motorcar on it. On the map features page amenity:prison can be a node or an area, but as you say, someone might have forgotten to add the way icon... I understand that OSM is a community project, that nothing written in the Wiki is Gospel, but somewhere along the way, you have to try and come up with some type of consensus... we all have to at some point agree upon how we do things. I'm simply trying to determine what consensus has been arrived at for items I am looking at implementing. As the note at the top of the prison page says, the page needs some post voting cleanup done. I am not familiar with what should be done to clean up the page, otherwise I would get after it and do it myself.
