Sounds to me like the best solution is: highway=tertiary surface=dirt (or gravel or whatever)
unfortunately, the current renderers don't do anything with the surface tag. Hopefully in the future they will though. In my opinion, the relative importance of a road should factor more heavily into the choice of highway tag that the physical characteristics of the road.
