You missed the important part of the statement which I pulled out above.

There would be no trail blazers, there would be no indication
whatsoever of the road type, size, or anything else. This is what I am
dealing with. According to the descriptors for OSM highway tags, every
one of these roads in the bush should be described the same way.

Again, there would be no trailblazers in the database, nor any
indication of which roads are better than others.
