It's a "bug" of 1.3.3. 1.3.5 and 1.3.6 supports data and time in unicsv. Older not. I downloaded lucid version [http://packages.ubuntu.com/lucid/i386/gpsbabel/download] that has the same dependencies of 8.04 version and I installed via dpkg -i. All works fine.
