You can login to the forum with your standard openstreetmap.org username and password, ie the one you use here: https://www.openstreetmap.org/login If you don't have a login, then register here: https://www.openstreetmap.org/user/new This should be explained a bit better on the fourm website, with the "Register" link actually going somewhere useful.
