There's a bug/feature request tracking system here: http://trac.openstreetmap.org That covers lots of different components, including Potlatch. From memory I think that JOSM's bug tracking system is elsewhere - someone can probably confirm where. Unfortunately, there are more nice ideas pending implementation than there is developer time to implement them, so logging something on trac won't automatically mean that it happens any time soon. Offers of development / testing / documentation time would, I suspect, be gratefully received.
