No. Polygons / areas are more accurate and more useful, so they should be preferred where possible. Mkgmap has an option for "--add-pois-to-areas". This should create POI for shops / restaurants etc mapped as areas, so they can be found on Garmin. So you need to create some Garmin maps using that option, then it should work as you would like. I don't know if there's any ready made Garmin maps using that option.
