Or even if it does not yet cross another way and it is below ground on 
which something (like a road or building) could likely be built, it seems 
right to set layer=-1.

Same applies to bridges over unmapped areas that are clearly above ground 
level - set them to layer=1 even though there are currently no conflicts.
