If you area has some atleast coverage on OSM you can try using walking papers. walking-papers.org/ 2. You can ask for some GPS units on loan from wiki.openstreetmap.org/wiki/GPStogo 3. You can approach your local university geography department, local FOSS user community, pitch OSM to them and start a mapping party in your area wiki.openstreetmap.org/wiki/Mapping_Weekend_Howto (someone in the universities/FOSS groups will usually have GPS unit(s) ) 4. If you have a idea about the duration for which you need the GPS units and the area the you plan to cover you can try pitching your idea to people in this list and get a device on loan: wiki.openstreetmap.org/wiki/GPS_Units_for_Loan Hope this helps.
