If it's a roadway, i.e., it's intended for use by cars, it sounds to
me like an alley, so the tags would be:
highway=service
service=alley
If it's a path, I'd tag it as:
highway=path
After looking at it with Map Compare, I'd say it's either an alley or
a driveway.
If it's a driveway, the tags would be:
highway=service
service=driveway
