I had that before in Georgetown, it looked like part of the city was
underwater.  Eventually I realized the coast was broken inside that square.
 So checking the coast I found a gap, it may have been simply 2 nodes in the
same spot but unconnected I don't recall specifically.  Try moving the
coastline in that area and watch for a spot where it disconnects.  Then
you'll see where the 2 lines are not connected and can merge the end nodes.
Be sure to undo that coastline move before you save.  :-)
