I think that those closer to the legalities might want to see a written policy about the "public domain" status of the data. There are some silly little details about the different types of "open data" licenses. If you can find that written policy and put a pointer to it, or copy it into a message here, that would make it easier for one of the legal beagles to have a quick read, and then give a nod is it works out. Sounds promising though. I find it interesting that IndianaMap was not be interested in giving OSM the road centerline data because the existing data isn't good enough in their opinion. By giving OSM their data, OSM would become as good as they are... weird!
