I noticed that all the names on the map are in the language of their

localizing the maps for a particular area. Two questions I have:

1 – Where can I find a list of the possible name:* tag values?

The OSM standard is to use the ISO 639-1 code (2 letters) for a language, or the ISO 639-2 code (3 letters) if an ISO 639-1 code doesn't exist.
You can get a list of these codes here:
http://www.loc.gov/standards/iso639-2/php/code_list.php
or http://en.wikipedia.org/wiki/List_of_ISO_639-1_codes

Though not all of these codes will actually be used in OSM anywhere. This page has details of languages in use for some countries: http://wiki.openstreetmap.org/wiki/Multilingual_names

2 – Is there any way to do this after osm2pgsql has been run?

No, I don't think so. When you run osm2pgsql it only imports what is specified in the default.style file, all others keys are discarded.
