For a specific case as discussed in this thread http://lists.openstreetmap.org/pipermail/talk-au/2010-October/thread.html#7149 I got the impression that it would be best to have the coastline just on the coast and cut across the bay entrance, then have the bay tagged natural=bay with no coastline tag. Is there a need to have it tagged as a coastline?
