You can select on highway, but be warned that will also give you
highway=footway, and highway=cycleway. It just searches for the word
highway occurring and grabs everything with it. The search/filter
dialog includes a number of examples, the best way to learn about it
is play around with it.

I see Richard already recommended geofabrik[1], cloudmade also makes
extracts available [2].
It looks like Sweden is ~120 MB compressed, but I don't know what it
expands out to.
3.Can JOSM-Editor open big files like this 20Gb? Or I have to build
some kind of server?
I'm not sure if JOSM can or not, I'd give it a try and see. If you're
worried about size, cloudmade has just a highways extract that is
about half the size.
You might look at Osmosis[3] to filter data before you edit it with
JOSM. In general, the wiki[4] is a wonderful resource, although at
times you have to explore quite a bit to find the answer you're
looking for.
