Unless I hear strong opinions to the contrary, I'll go with #1. It
won't look great on the map, but is the most accurate/responsible
option.
I'd go with #1, and add some sort of "fixme" note on the end to suggest
that it actually continues further, perhaps "fixme=Longer than this".
Different people in different areas use different ways of indicating
this, so I'd go with whatever is commonly used near you.
